GnomeICU is no longer developed, we recommend you switch to Empathy which is well integrated into GNOME.

You can get the latest development version of GnomeICU on the GnomeICU Git repository, which is hosted by git.gnome.org. It is in the module "gnomeicu". You can browse it online in GitWeb. To get a copy of it, the commands are:
git clone git://git.gnome.org/gnomeicu
You can get more information on the git server at the Gnome Developer site.
